Unsure of what the original captioning at MOHI said, but this picture is high above Queen Anne Hill so is certainly from the KOMO Television tower. The hardhat may be looking at Vashon Island where to KOMO radio towers are.

Queen Anne Hill's first two tall towers, channel 4 and 5, were built in 1953. I watched them go up as a 10 year old QA kid.
Kiro tower was built in 1957.
The 1948 tower, I believe was on KOMO property just off Denny Way. That tower was demolished, I believe when KingTV, channel 5 won the "right" to go live in 1948. Komo didn't go live on TV until late 1953 and built the new tower on top of the hill
BTW, KingTV's first "tower", on top of QA Hill still exists, east of the big tower.
